Even with the factory tool, I doubt there is any option to remove the speed limiter. There might be an option to lower the speed limiter on vehicles put into commercial fleet duty. The highest speed option likely depends on  whether the car model was offered with hi performance tire option with a V or Z speed rating. I myself like to try and lower the speed limiters of all Ricky Racer Wannabees so they're all scratching there heads on how Marty McOpenFly can Skunk them in a 6 cylinder DeLorian  LOL
